Well the writing was on the wall in 2009……. the previous goverment was and the new goverment is captured by the road lobby……..it could have broke this bond at the beginning of the crisis.
Stopping all but the most vital maintenance of the most important roads and redirecting all remaining energy towards rational tram and train projects which require the minimum of construction inputs which in reality means scrapping underground options.
Rouen is replacing its TFS trams next week…….. they have another decade of use in them which Grenobe will probally use now.

A enlightened goverment would have at least part of a Cork tram lines system operational now (in the Blackrock area perhaps) and may have bought half a dozen of these units at least for a song.
This would be stopgap measure until a larger line is built from Ballincollig to Crosshaven.
Meanwhile Rouen moves on

And Brest also gets its bus / tram Transplant next week.

Still you can’t blame them really - they are only bagmen that must get permission from Brussels to keep a few Mackerel , and even when they do they must wait until 2018 like good boys.
Sad very sad.
